
With
the full backing of the Utilities Underground Location Center’s Operating
Committee (UULC), the Common Ground Alliance (CGA)
has approved the formation of a regional CGA chapter called the Northwest Regional Common Ground
Alliance (NWCGA). The NWCGA includes Washington, Oregon, Idaho, and
Montana.
MISSION:
Northwest
Regional CGA will become a recognized leader in the area of damage
prevention best practices implementation. The group will work
cooperatively with utilities, construction and excavation communities, local
governments, industry groups and the general public to educate, improve
damage prevention practices and to drive best in class practices by its
members and external stakeholders.
To accomplish this NWCGA will:

Involve others in the safety and protection of underground
facilities
•
Form regional alliances and develop programs that contribute
to the safety of underground facilities
•
Model and articulate the value of Common Ground Alliance
damage prevention Best Practices
•
Focus on some short term opportunities to make a difference
and to maintain the group's momentum

The Pipeline Safety Act of 2002 states: “The Secretary of
Transportation shall encourage States, operators of one-call notification
programs, excavators (including all government and contract excavators), and
underground facility operators to adopt and implement practices identified in
the best practices report entitled Common Ground…”
The NWCGA will be
proactive and take the lead in Damage Prevention the Northwest. We are seeking interested
stakeholders,
devoted to damage prevention to buried utilities, especially those whose jobs/positions afford
them policy setting authority and resources to travel to periodic meetings
within the Northwest.
